The U.S. Army Corps of Engineers (USACE) Middle East District delivers public and military engineering services to deployed U.S. military forces, allied foreign governments, and other U.S. government agencies throughout the U.S. Central Command region. With projects in 16 of the 20 U.S. Central Command nations, the USACE Middle East District recognizes the need for location-specific cost books to help USACE estimators generate reliable cost estimates for projects in unfamiliar, far-away markets.

Acuity was engaged to create cost books for four Gulf Cooperation Council countries: Bahrain, Kuwait, Qatar and Saudi Arabia. Using data from a market survey conducted under a previous task order, the 2012 Metric Cost Book, and the Walla Walla Mandatory Center of Expertise Equipment Book, Acuity created material (CSI tasks), labor, productivity, and equipment libraries specific to each construction market.

Acuity estimators updated all line items in the MII 2012 Metric Cost Book. CSI task source tags were aligned with country cost data and local quotes to determine the variance for each item. Adjustments were discussed in the notes section, along with some resource- and country-specific information from the market survey to help USACE cost estimators. Acuity also added more than 250 country-specific line items for all of the disciplines needed to build the most common facilities.

Market Survey

Under a previous task order, Acuity conducted a market survey for construction materials, labor and equipment costs in Saudi Arabia, Bahrain, Kuwait, and Qatar. Our work included:

  • Soliciting pricing
  • Researching the availability of labor and materials
  • Assessing access control and security impacts on productivity at military installations
  • Gaining an understanding of the common means and methods of construction
  • Gauging overall construction market activity and the capacity of the local market to meet the demand of commercial and government construction projects
