National Bio and Agro-Defense Facility

The U.S. Department of Homeland Security (DHS) and the U.S. Department of Agriculture (USDA) have the joint responsibility to protect the United States’ public health and animal agriculture from biological threats. The DHS is leading this effort through the construction of the National Bio and Agro-Defense Facility (NBAF) at Kansas State University, adjacent to the existing Biosecurity Research Institute.

The NBAF, designed by the NBAF Design Partnership, will be a state-of-the-art laboratory with critical research adjacencies for DHS and USDA to carry out their unique and congruent missions. The NBAF will provide laboratory testing capability needed to license human disease vaccines, defend against high-consequence human and foreign animal diseases in livestock, and provide the essential departmental infrastructure requirements for threat characterization, forensics, and detection.

Acuity provided cost estimating support to the NBAF Design Partnership for the design and construction of the NBAF. Using MII, Acuity prepared cost estimates at the 15% schematic design; 35% design document; 50%, 70%, and 100% construction document; and final design stages. In addition, Acuity attended on-site design meetings, led virtual meetings with remote teams across the country, and reconciled estimates against those developed by the government’s estimators.
