The Naval Facilities Engineering Command (NAVFAC) Southwest engaged Acuity through a cost engineering and value engineering IDIQ contract to develop independent cost estimates for 25 proposed changes orders submitted by the design-build contractor responsible for a $165 million wastewater improvement program at Marine Corps Base (MCB) Camp Pendleton.

Acuity assessed the feasibility and lifecycle cost of potential changes and provided written descriptions and detailed cost estimates for any additions or deletions that would alter the scope of work. Acuity reviewed design submittals, design review presentations, and meeting minutes, and compared them to the existing contract.

The state-of-the-art wastewater improvement program included two regional tertiary treatment plants that consolidate wastewater treatment from outdated treatment facilities, each capable of treating millions of gallons of wastewater per day. The program also included the conversion of a sewer treatment plant to a pump station, several miles of wastewater conveyance, and a solar farm. The program was delayed by more than a year by numerous design changes and resulting change order proposals.

 

Acuity rapidly assessed the feasibility and cost of 25 proposed change orders on a delayed design-build infrastructure project that was critical to Marines at Camp Pendleton.
